School bond measures in California require 55% to pass and almost always live or die on parent turnout. Direct mail is the most reliable tool campaigns have to lift that number — but only if it is planned as a 12-week program, not a panicked last-week postcard.

A typical winning SoCal school bond mail program runs four pieces. Piece one, eight weeks out: a positive-frame brochure mailed to parents of currently enrolled students explaining what the bond builds and what it costs. Piece two, six weeks out: an EDDM saturation across attendance-boundary routes with the same message, oriented to non-parent voters. Piece three, three weeks out: a high-propensity senior voter persuasion piece focused on the property-tax-deductibility and the long-term community value. Piece four, ten days out: a GOTV reminder to households with at least one yes-leaning voter, often as an oversized postcard.

The math works when you keep cost-per-vote in mind: a $50,000 mail program reaching 25,000 households at the right moment in a 70,000-voter district moves enough probability voters to push past 55% in races that polled at 50-52% before mail. Less mail, less movement.

Common mistakes: starting mail too late, mailing to all registered voters when only parents respond to the school message, skipping multilingual mail in districts where it is needed, and treating the senior voter persuasion piece as an afterthought instead of the second-largest spend in the program.
