If you have a defined neighborhood and you want every household to see your message, EDDM is almost always the answer. If you have a defined audience and they are scattered across a region, targeted list mail wins. The error most people make is using EDDM when they have a sharp audience definition, or list mail when they really just want the carrier route.

EDDM postage runs about $0.193 per piece. Standard targeted list mail with a presort runs about $0.336 per piece. That is roughly a 40% postage savings — but only if your audience is geographic. If you are trying to reach Democratic-likely voters in a Republican-leaning city, EDDM mails 70% of the wrong people. The postage savings disappear fast.

Real numbers from a recent OC mayoral race: an EDDM saturation across 14 carrier routes in mid-Orange County cost about $0.41 per piece all-in (print + postage + bundling) and reached 6,200 households per route. A targeted list mail of the same race, with party and propensity selects, cost about $0.58 per piece all-in and reached the same 1,200 actual persuasion voters in those 14 routes. The targeted mail cost more per piece — and one-fourth as much total.

Rule of thumb: when your target is more than 60% of a carrier route, EDDM wins. When your target is less than 30%, targeted mail wins. The 30-60% range is judgment, and usually depends on whether name and address personalization will lift response enough to pay for the additional postage.
